Join WG-137 ‘Service Oriented ATM Architecture’
On 24 June 2026, the EUROCAE Council approved the establishment of WG-137 ‘Service Oriented ATM Architecture’.
EUROCAE launches this Call for Participation to notify interested organisations and experts about this new Working Group and invites them to submit their interest in participation in these activities.
Why WG-137?
The publication of the European ATM Master Plan 2025 introduced Strategic Deployment Objective (SDO #8) for a new service-oriented delivery model, making it possible to decouple service provision from local infrastructure. The new service delivery model will enhance flexibility, scalability, resilience and innovation through its service-oriented design, with open and standardised interfaces.
EUROCAE launched WG‑137 to develop the standards necessary to support the implementation of a new service delivery model for ATM, as described the European ATM Master Plan 2025 SDO #8. The standards will support an agreed level of service decomposition and interoperability, along with appropriate certification or declaration as required by EASA or NSAs.
Experts Sought
The specific scope and first taskings of the Working Group remain subject to refinement following the EUROCAE Technical Advisory Committee meeting in mid-July and will be further developed during the WG-137 Kick-off Meeting.
To support this work, EUROCAE invites interested organisations and experts to join
WG-137 and contribute to the development of these important standards.
The Working Group is particularly seeking expertise from:
- ATM system manufacturers
- Air Navigation Service Providers (ANSPs)
- Aviation Regulatory Authorities
- Computing cloud service providers and network service operators
Participation is also encouraged from experts in Service Oriented Architecture, ATM systems development, and management-level representatives with relevant strategic and operational expertise.

The Kick-off Meeting of WG-137 will take place on 11 September 2026 at the EUROCAE offices in Saint-Denis, France, and will also be accessible online.
The meeting is open to both EUROCAE members and non-members. Organisations wishing to continue participating in the Working Group beyond the Kick-off Meeting will be invited to join EUROCAE.
This Call for Participation will close on 9 September 2026.
