Certification Readiness Level scale is an innovative framework designed for systematically evaluating the maturity of a regulatory system for future certification and operational readiness of novel aeronautical products.
This WG is tasked with developing and formalizing the Certification Readiness Level (CRL) scale as a recognized standard for assessing the maturity of regulatory frameworks and the certifiability of innovative aeronautical products and operations. This new work will benefits both industries and regulators to better anticipated certification challenges early, reduce cost-delay and support structured decision making before entering formal certification. This tool will also help the aviation community to better understand the different steps of a certification and rulemaking process, allowing the entire industry to speak the same language, comparable to the TRL for technology maturity.
To do so, the WG should consider that:
• The nine-level scale developed by Clean Aviation CONCERTO project should serve as the basis, with a new standard to be established (refer to the deliverable D2.2 – General principles for certification of future disruptive technologies)
• Feedback, input, and validation from the international community should be gathered to assess applicability, identify gaps, and recommend improvements to ensure alignment of the CRL with global practices.
• Publication and guidance should be used as reference materials, which outline regulatory maturity assessment principles.
