Change 1 to Minimum Operational Performance Standard (MOPS) for the 1090 MHz Extended Squitter ADS-B and TIS-B Datalink for ADS-B Version 3. This Change 1 document fixes technical issues that have arisen since publication of ED-102B/DO-260C. The main item addressed in these changes is a modification to the Traffic Uplink Management Message in order to ensure backward compatibility with the Version 2 TIS-B/ADS-R Surface Status Message. In particular, these changes will focus on supporting on-going certification rulemaking actions by EASA and the FAA. The document is technically identical to RTCA DO-260C Change 1. Final Editing of the document will be performed during Council Approval.
