The Technical Standard for an Independent Non-Cooperative Surveillance System referred to as the “INCS System” is a component within the “SUR Sensor” element of an infrastructure supporting Surveillance Air Traffic Service(s), such as the Approach Control and Area Control Services.
This standard is written in a ‘technology agnostic’ manner. The techniques employed within the design of the sensor system, the frequency band it will operate within, whether active or passive techniques are utilised, whether mono, bi or multi-static configurations are deployed and numerous other design choices are not specified or assumed.
The standard covers rotating Primary Surveillance Radars (PSRs) as well as array-based systems and multi-static configurations. Electro optic devices, Foreign Object Detection (FOD) Systems, Precision Approach Radars (PAR) and Surface Movement Radars (SMR) are not considered within the scope of this standard.
