EUROCAE had established a UAS FCL Focus Group for addressing the licensing of the remote pilots of unmanned aircraft. The requirements for theoretical knowledge, practical experience, and skills are established by the aviation authorities, while the development of standards to facilitate compliance with these is a task for standardisation bodies. The technology in unmanned aviation is intertwined with the human factors of piloting to such an extent that the technical standards for these can only be established if the minimum levels of pilot skills are established and standardised. The purpose of this document is to establish a format for the skill tests and proficiency checks and summarise these in a form which interfaces between the technical capabilities of the unmanned aircraft system on the one hand, and the training of the remote pilots for operating these systems on the other hand.
